Three requests to build 546 homes along River Highway go before the Mooresville Board of Commissioners at public hearings on Monday, Nov. 2. The town’s Planning Board recommended denying all three in June.
The hearings start at 6 p.m. at Mooresville Town Hall, 413 N. Main St. The date is set in a resolution fixing the rezoning hearings that was on the board’s Oct. 5 agenda and signed by Mayor Pro Tem Eddie Dingler.
What the three requests would allow
The planning director’s Oct. 5 staff report lists the three cases:
| Case | Where | Acres | What it would allow | Planning Board |
|---|---|---|---|---|
| CZ-2026-12, Millhouse Row | 825 River Highway | 19.213 | 95 single-family attached homes | Denial, 5-1 |
| CZ-2026-08, Davis Development #2 | 833 River Highway | 29.84 | 261 apartments and two commercial outparcels | Denial, unanimous |
| CZ-2025-18, Parc at Lake Norman | 241 Kendra Drive and River Highway | 30.626 | 190 single-family attached homes | Denial, unanimous |
All three sites are in Voting Ward 4, or would be once annexed. Millhouse Row and Parc at Lake Norman are outside the town limits today, zoned Iredell County Residential Agricultural. Their owners are asking the town to annex them, and the annexation hearings are set for the same night in a separate resolution. The Davis site is already in town, zoned Residential Limited Service.
What the Planning Board heard in June
The Planning Board took up all three on June 23, the meeting minutes show. Fire Chief Shane LaCount spoke about emergency access to the Millhouse Row and Parc at Lake Norman sites.
- Millhouse Row was presented by Caruso Homes. In June it asked for 99 homes on 19.35 acres, with buildings up to three stories. The October staff report lists 95 homes on 19.213 acres. The motion to deny passed 5-1, with board member Jeffrey Mack opposed.
- Davis Development #2 was presented by Davis Development. The developer agreed to drop food truck courts and data centers from the allowed uses, and offered a 10-foot multiuse path, a clubhouse, a pool and a linear green. The board voted unanimously to recommend denial.
- Parc at Lake Norman was presented by Marquis Homes. Its conditions included two-story homes and at least 10% priced for households earning 120% of area median income or less. Cars would enter from Highway 150, with only an emergency link to Plantation Ridge Drive. The board voted unanimously to recommend denial.
The Planning Board advises; the Board of Commissioners makes the decision. The June minutes do not record the reasons for the denial recommendations.
What it means for you
If you live off River Highway, these three decisions shape what gets built along it. You can speak at the hearing or send a written comment through the town clerk’s public comment page. Ward 4 is represented by Commissioner Dana L. Tucker; contact details for every member are on our guide to who to call in town government.
The town must publish notice of the hearings in a newspaper twice and mail and post it at least 10 days before Nov. 2, the resolution says.
